01 / OPPORTUNITY

The challenge.

Papakura sits inside one of Auckland’s most significant growth environments, yet much of the value being created around it was not translating into confidence or activity in the town centre.

The issue was not a shortage of assets. Papakura already had strong transport connections, a diverse food culture, community sport, arts and theatre, education, local enterprise and people invested in its future. But those strengths were fragmented, under-recognised and often obscured by a deficit-led story about the place.

Papakura did not need another list of problems. It needed a practical way to connect the value already there, make progress visible and test what could build confidence before committing to larger investment.

02 / ACTION

What we did.

Beyond Usual began with an economic development scoping report. Instead of prescribing a top-down master plan, we combined existing research, stakeholder interviews and on-the-ground observation to identify where energy already existed and where focused action could create momentum.

The work identified four “Creating Pull” opportunities: arts, culture and theatre; food; sport and recreation; and education reputation. That direction became the Papakura Momentum Programme—a staged pathway designed to move from understanding to proof, then scale what worked.

Food became the first live test. From 16–30 August 2026, Plate Up Papakura brought 14 local eateries together under one Papakura-wide proposition. Beyond Usual developed the activation identity, the Kai Mile, a website, photography and video, venue stories, posters, QR codes and social content, working with the Papakura Business Association and local partners to help the story travel.

03 / MOVEMENT

What changed.

The first activation generated 420,000+ reported social views, 1,942 website visits and 380+ recorded comments or conversations. The launch video received 250,000 views, while creator Kahurangi Malcolm’s content recorded 40,000 Instagram views, 32,000 TikTok views, 190 TikTok shares and 162 saves.

Those figures show attention, not unique audience size: platform audiences overlap. The more valuable result was the way the story moved beyond the project channels. Businesses, media, tourism organisations, community groups, Council channels and audiences carried it into their own networks.

Comments showed people discovering local businesses, expressing pride in Papakura, signalling an intention to visit and asking for the activation to return. The campaign did not prove permanent perception change, and it did not measure sales uplift or footfall. It did provide the first practical evidence that curating an existing strength can create visible momentum—and a clear basis for learning, repeating and scaling.

14 eateries. 420,000+ reported social views. A local strength made visible.
